The story, beat by beat

  1. Mind and Speech each claim to be the better.
  2. Mind says Speech only says what Mind has understood; Speech says she makes known what Mind knows.
  3. They appeal to Prajapati, who decides for Mind.
  4. Speech tells Prajapati she will never carry his offerings.
  5. Hence rites for Prajapati are performed in a low voice.

Mind and Speech quarrel over which is better and go to Prajapati. He rules for Mind, since Speech imitates and follows it. Dismayed, Speech declares she will not be his oblation-bearer, which is why what is done for Prajapati at the sacrifice is done in a low voice.
